Ship offshore industry as a key area of high-end equipment manufacturing industry, its supporting and assembly is the core of the industry. Shi Weidong, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), suggested that the development of ship offshore assembly at the same time, should be supporting industries as the main direction to enhance the core competitiveness of the industry.
Shi Weidong pointed out that China's shipbuilding and offshore industry chain tends to be perfect, the formation of the Yangtze River Delta, Chongqing and Hubei regions, the Bohai Rim, the Pearl River Delta, the four major supporting clusters, the ship's supporting capacity and level of continuous improvement. As a ship offshore base "Nantong Valley", has always attached importance to the development of ship offshore and ancillary industries, the industry is developing faster, covering electrical and electronic equipment, deck machinery, materials, cabin machinery, communication, navigation and automation, marine outfitting, etc., in some of the key supporting equipment for offshore equipment, a breakthrough has been made. However, Shi Weidong also pointed out that the development of China's ship supporting industries are still facing many difficulties, such as insufficient innovation capability of supporting enterprises, part of the core components rely on imports, the low rate of local support.
In this regard, Shi Weidong suggests, first, accelerate the development of medium and long-term development planning for the ship supporting industry, clear development goals, key tasks and safeguards, to provide strong support for the high-quality development of the industry. Second, focus should be on both assembly and supporting services. At the same time of emphasizing the construction of the mainstream ship type assembly for shipbuilding and offshore industry, we should strengthen the construction of supporting projects for shipbuilding and offshore industry, and improve the quality and performance stability of the supporting products. Third, support the ship offshore industry "bottleneck" technology research. Emphasis on high-end marine equipment, shipbuilding industry software, key materials industry chain short board research, and constantly upgrading, and vigorously develop LNG equipment, green ships, luxury cruise ships, intelligent ships, deep-sea oil and gas development equipment, such as the overall supply of supporting capacity. Fourthly, we will actively build the characteristic industrial clusters of ship supporting industries. Fifth, adhere to the development of low-carbon, green, and intelligent directions. Meet the demands for low-carbon and zero-carbon power for ocean-going and inland ships, carry out research on low-carbon and zero-carbon fuel combustion and emission control, advanced materials, intelligent control, reliability, and other key generic technologies, and strengthen the introduction and R&D of low-carbon and zero-carbon fuel engines and large-bore dual-fuel medium-speed engines. The government, enterprises, and all sectors of society should work together to strengthen policy support, industry-academia-research cooperation, and optimize industrial layout, to promote the high-quality development of the shipbuilding and offshore engineering supporting industry.
