Beware: Avoid Landing on the Sanctions List

On June 12, local time, the US Treasury Department and State Department imposed more than 300 entities and individuals on Russia-related grounds, all added to the SDN list. This includes 46 Chinese entities and individuals (including entities registered in Hong Kong).

 

The sanctions are mainly based on Executive Order No.14024, where most of the new SDN's have been added as secondary sanctions. According to the Treasury Department and the State Department, the sanctions include combating evasive sanctions, limiting Russia's gas revenue, and constituting the defense and related materials, manufacturing, technology, transportation and financial services sectors of Russia's wartime economy.

 

 

The 23 Chinese entities and individuals sanctioned by the US Treasury Department and the reasons declared by the US Treasury Department (for reference only) are as follows:

 

-Gker Laser Technology Co Ltd ：Hundreds of thousands of dollars worth of goods, including laser diodes, fibers and lasers, to be sent Russian companies (including the ones on the same day).

 

-JINAN KEWEI OPTICS CO LTD ：Hundreds of high-priority HS coded goods were sent to Russian companies  sanctioned by the U. S., including electronic integrated circuits, tantalum capacitors and multi-layer ceramic capacitors.

 

-Shenzhen  Huasheng Industry Co Ltd : Supply of drone parts to U. S. -sanctioned Russian companies.

 

-Chongqing Fagima Electromechanical Equipment Co Ltd ：Helping Russian companies sanctions  by the U. S ship machine tools from outside the United States.

 

-SHANGHAI TRANSIT INTERNATIONAL FORWARDING AGENCY：The company, which provides transport services to various Russian cities through its own container trains, has provided high-priority items worth more than $180,000 to end users in Russia (including US-sanctioned Russian companies), including electronic integrated circuits, tantalum capacitors and multi-layer ceramic capacitors.

 

-Yiwu Xinglu Import and Export Co Ltd：Shipping of integrated circuits and other electronics to Russian companies sanctioned by U.S.

 

-HANGZHOU KEMING INTELLIGENT TECHNOLOGY CO LTD : Dozens of shipments to Russian companies sanctioned by U.S, including technologies such as thin films used to produce electronic components.

 

-SHENZHEN C S IM EXPORT LTD ：It is a technology supplier to AKM, a Russian company under U. S. sanctions, including machines and equipment used to make wafers or wafers, as well as high-priority items such as power transformers, static converters and so on.

 

-Ting Chen：Managing Director and owner of SHENZHEN C S IM EXPORT LTD, involved in AKM's sanctions circumvention program trying to acquire technology through SHENZHEN C S IM EXPORT LTD.

 

-WAY GOOD TECHNOLOGY LIMITED：Ting Chen owns a Hong Kong company.

 

-Kekotech Equipment Limited：being used to provide goods to AKM, with an associated relationship with Ting Chen.

 

-Lap Shun Lee :  Handle many of its transactions with AKM on behalf of Shenzhen Zhongke, including AKM's attempt to circumvent sanctions against Russia.

 

-Analog Technology Limited：A Hong Kong-based distributor of electronic components with offices in China and India has shipped high-priority items including electronic integrated circuits to U. S. -sanctioned Russian companies.

 

-SHANDONG OREE LASER TECHNOLOGY CO., LTD :  Shipping of metalworking machinery and other related equipment to Russia.

 

-Chongqing Xianuofugeluode International Trade Co Ltd : Dozens of batches of technology products including IC, have been shipped to Russia since February 2022; also purchased for Russian military base entities.

 

-Enka Trading Limited：A Hong Kong-based wholesaler facilitates the end-use procurement of electronic components (including integrated circuits) in Russia.

 

-Shandong Ki Forest New Advanced Co Ltd：Thousands of high-priority technologies have been shipped to Russia, including semiconductor devices, electronic integrated circuits, tantalum capacitors, transformers, converters and inductors. Its main customers in Russia are the two industrial and professional electronic components suppliers that were sanctioned on the same day.

 

-HK Nicest Electric Technology Co Limited：Thousands of high-priority technologies have been shipped to Russia, including semiconductor devices, electronic integrated circuits, tantalum capacitors, transformers, converters and inductors. Its main customers in Russia are the two industrial and professional electronic components suppliers that were sanctioned on the same day.

 

-Daytek Chongqing International Trade Co Ltd：Advanced technical equipment was purchased for the end users of the Russian military industry base.

 

The eight Chinese entities sanctioned by the State Department and the reasons for the sanctions declared by the State Department (here is for reference only) are as follows:

 

-POLY TECHNOLOGIES INCORPORATED：A Chinese defense company and state-owned company that has shipped dual-use and defense-related equipment to a number of Russian U. S. designated defense entities since February 2022, was previously subject to State Department sanctions and included to the Commerce Department in June 2014.

 

-BEIJING DEEPCOOL INDUSTRIES CO LTD：Participating in the supply of high-priority items worth more than $1 million, including to Russian companies U. S. designated.

 

-WUHAN TIANYU INFORMATION INDUSTRY CO LTD Participating in the supply of high priority items worth more than $90 0,000, including the supply of products to Russian companies US designated.

 

-ASIALINK SHANGHAI INTL LOGISTICS CO LTD：Participating in the supply of high-priority items to a number of Russian companies U. S. designated , including electronic integrated circuits and other controlled electronic components.

 

-3NOD DIGITAL HONG KONG LIMITED：Participating in the supply of high-priority items worth more than $1 million, including  Russian companies  U. S. designated.

 

-MILE HAO XIANG TECHNOLOGY CO LTD (Chinese Simplified ): Participating in the supply of parts and components to Russian customers.

 

-GUANGDONG PRATIC CNC TECHNOLOGY CO LTD:Participating in the supply of high-priority items worth more than $1.9 million to Russian customers, including Russian companies U. S. designated, which have a history of supplying machine tools to Russian military bases, and whose past customers include Russian main battle tank manufacturers.

 

-PENGLAI JUTAL OFFSHORE ENGINEERING HEAVY INDUSTRIES CO LTD:A shipyard that built and shipped key natural gas liquefaction technology products to the sanctioned Russian company LLC ARCTIC LNG 2 through frozen ships.
